We've been using this for quite awhile and it seems like functionality is going backwards. We can no longer delete expenses as a delegate that were created by the user. This becomes an issue as the point of us using delegation is to fix small issues like deleting duplicate expenses or itemizing expenses that were created from the CC (which requires deletion of the expense)...

I would also very much like to see this feature. We'd like senior staff of the company have the option to give their expenses receipts to either their personal assistant or to the accounts department for processing in Zoho Expense.

This feature is imperative for us. We have controls in place that prevent an assistant from having access to their boss' account, but they need to submit on behalf of their boss. When will this feature become available?

This feature was listed as "Planned" back in September 2015. Is there an update as to when it might be expected?

Ideally the admin would have the ability to manage the receipts and reports for several users. They should be able to see all receipts and reports for the users they proxy.

Yes! We use this feature constantly. All of our admins submit expense reports on behalf of our senior staff.
