    I have made a custom template in the PO module that looks like a PO but is titled as Request for Quote. I create a new PO that lists the items I want quoted, I change the PO number leading letter to a Q (ie, QO-00001) and assign my customer RFQ template to it. I then change the number back to a normal PO number (ie, PO-00001) if I want to change the Quote to a PO. It isn't perfect, but works for me...
