Show the committed stock that has to be backordered
There's a gret option at Vendors for making purchase orders from low item stock. When it's clicked, then a list is shown with the items have to be ordered.
Unfortunately the list doesn't show how many items are committed beyond the actual physical stock, so ordering is always a guess.

In the meantime, have you explored any other reports within your inventory management system that might show committed stock? There might be a way to get that information even if it's not directly integrated with the "low stock" purchase order function.
