增加扣款单的功能
- 当货物有后期发现的零星不良时间，需要扣款处理（此时间款项已付，需要从其他的款项中扣回）
- 当来料导致其他额外的损失时间，需要扣款处理！
目前的系统无法实现此功能！需要增加！
